If your design firm or agency does not not how to code the site they might do something like
<font size="12"><b>This is the page head</b></font> but the correct way would be
<h1>This is a heading</h1>. This is a very basic example and there is much more involved planning and thinking.
There is no tool that can check for semantic code it is a matter of looking at the code. A good place to start is by asking your Web designer if he or she codes semantically.
